Administration

As a necessity, The Inner Sphere Teams, Clan Teams, and Mercenary Teams will each have a representative that will work with the Astral Dominion League Administrator to resolve disagreements between different Teams. The League Administrator, the First Lord, the ilKhan, and the Chairman of the MRBC shall make up the League Executive Council. It should be noted that these positions are administrative only, and not one of Policy making for the Factions under their responsibility. They are, in effect, Mini-Administrators, responsible for the well being of the Teams under their area of responsibility.

The ilKhan

The Clan Representative will be the ilKhan, who shall be elected from among all the Clan Team Leaders, excluding Clan Wolf in Exile and Clan Nova Cat (Who for League purposes are considered Inner Sphere Teams). While the ilKhan is traditionally the “War Leader” of the Clans, it should be noted that Clan Teams are under no obligation to carry out any of the ilKhan’s orders. The ilKhan must, however, address any Administration issues raised by any Clan Leader, without bias or prejudice, to the League Administrator. In a Role-play aspect, he may deal with the different Clans as he sees fit, and may even apply punishments within his abilities to any Clan he so desires (Military action might require the use of his own personal forces, however). It must be remembered that the position of ilKhan is an elected one, and he can be impeached. The ilKhan will have the responsibility of inputting any and all additions and subtractions to Clan Honor Points, and has a separate Automation Interface made available for him to him for this purpose. Clan Team Leaders will compile all applicable Honor Point information from each Battle, and send it to the ilKhan at the end of each Combat Phase, where the ilKhan will input it. Any arguments or disagreements regarding Honor Points will be dealt with by the ilKhan, and if required, but the Executive Council.

The First Lord

The Inner Sphere representative of the League Executive Council will be the First Lord, and will be elected by a council of all Star League Member State Leaders every 3 Turns (or Longer, if the Team Leaders are in agreement). The First Lord, as in the case of the ilKhan of the Clans, will be responsible for addressing the Administration Issues of all Inner Sphere Teams, (excluding Mercenary and Pirate Teams) to the League Administrator on behalf of all the Inner Sphere, and Periphery Teams, including Clan Wolf (in Exile), Comstar, Word of Blake, and Clan Nova Cat. The First Lord will have at his disposal, the Star League Defense Force.

The Commanding General of the SLDF

The SLDF (Star League Defense Force) is an independent Team, with its own Team Leader. The Commander of the SLDF carries the title of “Commanding General”, and he will be responsible for maintaining his Team as detailed below. Furthermore, he is charged with carrying out the directives of the First Lord. The Commanding General can also carry out independent actions, if he feels that the risk of taking matters into his own hands is worth it. Actions taken by the SLDF, on behalf of the First Lord must be ratified by a majority of the Inner Sphere House Leaders. Action taken without this ratification can carry the penalty of reduced income to the SLDF in the following Turn. The same can apply to independent action on the part of the Commanding General, if following the action; the First Lord and Council declare it an unlawful action.  Occupation of a planet by SLDF forces typically requires the permission of that Planet’s owner; however Peacekeeping/making operations can take place without the permission of a Planet’s Owner, if it is ratified by a majority of the House Lords. The SLDF is a force roughly equal to 7 Regiments, consisting of all 5 Regiments of the Eridani Light Horse, the Royal Black Watch Regiment, and the 1st Royal BattleMech Regiment (Morgan’s Lions). Exact composition is available in the SLDF Team Leader’s Automation Interface. Re-supply of lost SLDF Mechs is detailed below.

The Star League Defense Force

The Star League Defense Force, as it exists in 3067, is a relatively newly re-created Force, with the Defense of the Inner Sphere and the safety of the newly re-formed Star League as its primary responsibilities. Commanded by the “Commanding General”, the SLDF, it is an autonomous and independent team that is loosely controlled and directed by the First Lord of the Inner Sphere, and his Council. The Commanding General is charged with carrying out the policies of the First Lord in the conjunction with his other responsibilities.

The SLDF serves primarily as a Quick Reaction Force that is capable of dispatching its 'Mech Forces to the far reaches of the Inner Sphere at a moments notice. As a result, they cannot afford to be constrained by Administrative burdens of planetary ownership, and are, for League purposes, considered to be almost constantly on the move. In conjunction with his responsibilities as noted above, the Commanding General is responsible for collecting the “Tribute” from each of the Inner Sphere Team Leaders each turn. The Star League Defense Force, does not (initially, at least) own any planets. This poses a unique problem in the event of re-supply of the SLDF Units. The SLDF is a force made from units across the Inner Sphere, and is thus maintained by the Inner Sphere Houses. Each Turn, the Houses of the Inner Sphere will deliver 10% (Rounded down) of their TOTAL new ‘Mech production to a secret “Brian Cache”, used to re-supply SLDF Units in the event of combat losses. Re-supply of SLDF Units will then be handled in the same manner as the regular re-supply rules (noted below). Each house must also provide the SLDF with the monetary funds required for offensive and defensive operations. Each Turn, the member Houses of the Star League will deliver a percentage of their Gross C-Bill Income and Raw Materials (as determined in the Automation) to the Commanding General of the SLDF, do be dispensed as he requires, in order to cover the costs of ‘Mech Repairs, Movement, etc. The Star League Constitution which enacted the SLDF means that these contributions are not voluntary, and may not be halted at any time, short of the total destruction of a House/Team. Once a Team joins the Star League, they are in it for the long haul.

The deductions will be calculated automatically through the League Automation, from each Member State’s Account each turn, and will be automatically added to the SLDF account, as will Mechs.

The MRBC Chairman

In the FASA Universe, The Mercenary Review and Bonding Commission replaced Comstar's Mercenary Review Board. Like its predecessor, the Bonding Commission provides impartial arbitration in contract disputes between Mercenary Units and their employers, and through its bonded bank accounts, offers a secure depository of payment funds to help guarantee the good faith of both Mercenary Units and employers. Under pressure from the Successor State Lords, who lost faith in Comstar in the aftermath of the Comstar schism (which resulted in the formation of Word of Blake), the order dissolved the Review Board in 3052.

In the ADL, The Chairman of the MRBC will be voted into office through a vote of all active Mercenary Unit Leaders in the League. The Chairman will be responsible to address Administration issues, without bias, to the League Administrator on behalf of all active Mercenary Units and Pirate Bands in the League. In the event of a contract dispute between a Mercenary Unit, and an employer, a Board of Inquiry, consisting of the Executive Council shall, without bias or prejudice, pass judgment once all evidence has been presented for both sides. Either contending party may dismiss one sitting judge if they believe that person unfairly biased against them. In the event that one or more of the Executive Council Members are directly involved with the inquiry, the Astral Dominion League Administrator shall render judgment arbitrarily. Failure to fulfill your contract as a Mercenary is a good way to get the MRBC to disband you. The disbanded Mercenary Unit may petition the League Administrator for permission to re-join the League. The MRBC Chairman will also be responsible to maintain the Mercenary Rating Table, and will adjust this rating according to the results of Contracts and Battles involving Mercenary Teams. The MRBC Chairman will have an Automation Interface to adjust Mercenary Ratings.
