Rules: Clan Rules of Engagement 
 

Pre-Battle Rules of Engagement

The term Batchall refers to a “Pre-Battle” set of negotiations completed prior to the start of the Combat Phase (in Clan vs. Clan Battles) and is the “first part” of Clan Rules of Engagement”. In the Batchall, Team Leaders will discuss the various aspects of the coming Battle. Such things as Forces to be used, specific limitations to weapons and tactics to be used, and even conditions for victory can be established and agreed upon during this process, though it will typically only deal with Forces to be used. A Batchall is a typical precursor to a Planetary Assault, or Trial of Possession, and must be used when facing another Clan in a Planetary Assault. The Automation Interface will walk Team Leaders through the Batchall Process, when making Offensive Movements.

Typically, all Planetary Assaults conducted by a Clan are considered to be a “Trial of Possession” for that Planet, and although the defender “notionally” has the right to ask for a prize of equal value in this case, as in any other Trial of Possession, it will not be used in Planetary Assault Trials of Possession unless the Team Leaders involved wish to arrange something privately between themselves. It should be noted however, that absolutely NO planet may change hands in the Astral Dominion League, without a Battle having been fought on that Planet.

Further to this, the Batchall was originally designed to reduce the amount of resources lost in Combat, and there are no Clans that can afford to lose all of their Mechs in one “all or nothing” Battle, unless it is the end of the Campaign, or complete elimination is at hand. Bidding an exorbitant amount of Mechs in either the Offense, or the Defense is abhorrent to the Clans, thus penalties will be applied to Honor Points, when “Larger that Normal” Battles occur. A Table, shown below will outline the amount of Honor Points gained or lost by Attackers and Defenders, under different circumstances.

The ONLY time that such a restriction may be lifted, is when a Clan’s Homeworld is under Planetary Assault.

Battle Rules of Engagement

Clan Rules of Engagement also refer to Zellbrigen and Ritual Dueling, which refer to the exact same thing. These terms are used to flesh out the Clan definitions of Honor when dealing with actual Combat. Zellbrigen or Ritual Dueling is the most prominent aspect of Clan Rules of Engagement, and the one that most directly involves the Players themselves. As stated above, the Astral Dominion League will recognize and enforce ONLY the Liberal interpretation of Clan Rules of Engagement, although Team Leaders are welcome to define additional Rules of Engagement for their respective Clans; however breaches of Clan Rules of Engagement in those circumstances would apply ONLY if both sides have agreed to a higher level of Clan Rules of Engagement. As stated above, the Liberal Interpretation of the Clan Rules of Engagement only dictate that:

·        Clans MUST use Rules of Engagement/Zellbrigen/Ritual Dueling when fighting another Clans (with the exception of Clan Nova Cat and Clan Wolf in Exile, although increased honor can be gained by doing so. Clan Wolf in Exile and Clan Nova Cat must maintain Clan Rules of Engagement against Clan Opponents until it has been breached on the opposing side) The Zellbrigen requirement may be listed through the Automation, which will randomly determine which Clan vs. Clan Battles will be fought using Zellbrigen . Even when Zellbrigen in not in effect, other Clan RoEs will still be taken into account, and used.

·        Clan warriors will not use Physical attacks until they have witnessed one being used against them, or they have absolutely no weapons remaining.

·        Clans Warriors following Clan Rules of Engagement, including Zellbrigen, will not intentionally shoot knocked down ‘Mechs and will allow them to get up, prior to resuming combat, although Mechs that have been shut down due to poor heat management are considered viable targets.

·        Overrun conditions will never be used, when Rules of Engagement are in operation. Even after Clan RoEs have been voided. All Battles will be fought 5 vs. 5, regardless of any excess Mechs that might exist, and;

·        Any additional Restrictions (i.e. Weapons types/numbers/tactics) that ALL Parties involved have agreed to. If any one side declines to use a higher level of honor, then breaches of Zellbrigen will be judged according to the Liberal Interpretations laid out above.

·        If a Clan Rule of Engagement is broken on one side, ONLY the same Rule may be broken on the other without penalty.

·        Zellbrigen and all Clan Rules of Engagement, including Honor Point Limitations/restrictions may be discarded without honor point penalty by a Defending Clan, at THEIR discretion, when defending their Capital World against a Planetary Assault.

Honor Points will be used to represent the Honor of a Clan. Each Clan as a whole will determine their “Total Honor”, based upon the “Honor Points” of each Mechwarrior in that Clan’s Touman. Each Star will add its honor points to their Trinary, and each Trinary’s to their Cluster’s, and so on. The total from all Galaxies in the Clan will equal the Clan’s “Total Honor”. Each Clan Team will begin with a number of “Total Honor Points” equal to 10 points PER Mech Slot, as each slot represents one Mechwarrior, for a total of 50 Honor Points per Star (The smallest independently operational Clan Unit). Honor Points shall be adjusted on a “Per Star basis, as well as a Clan “Total Honor”. Honor Points can vary dramatically from Turn to Turn.

Honor Points can be gained and lost as detailed in the charts below. If a Star’s total honor falls to 20 points or below, other Clans may challenge that specific Star to a Trial of Possession for its assets.  The ilKhan will ensure that all Teams are aware of any Stars from any Clans, which fall into this category. This will take the form of a standard Batchall, as detailed below, and will be conducted for possession of the entire Star’s Mechs, as well as their Mech Slots. This Trial will take place between the Star in question, and a Star of Mechs from the Team making the challenge. A Victory for the "Challenged" Star will result in that Star's Honor Points, being increased to 21 Points (in addition to any Combat Bonuses that they may have gained from the Trial). Additionally, the Mechs and Mech Slots of the Challenger will become the property of the Defending Team.

When a Clan Team’s total honor falls below 50% of its total starting amount, other Clans may petition the Grand Council for permission to “absorb” the offending Clan. A majority vote by the Grand Council grants permission to absorb the “Honor-less Clan”. All Clans in the League may then bid for the right to absorb the offending Clan, with the Maximum odds equal to that of the Vote. If, for example, the vote was 3:1, then the ratio of Mechs used in the Trial will also be a maximum of 3:1 in the favor of Team upholding the Grand Council’s decision. The Defending Team may use a maximum of 2 Clusters (150 Mechs) in their defense, meaning that if the above example were to be followed, then the Grand Council force would equal a maximum of 6 Clusters, however, bidding will reduce that number considerably.  Zellbrigen will always be used and enforced during such Battles. The Team that manages the lowest bid (under the ratio), will be permitted to fight the offending Clan for possession of it’s assets (this is done according to the Batchall process noted below, and all parties wishing the honor of absorbing the Offending Clan may Bid against the others, reducing the forces to be used against the Offending Clan to 1:1, or possibly even lower!). The winning team in a Trial of Absorption will take possession of ALL remaining assets of the losing team, so there are risks involved in accepting this type of challenge.  It can be a double edged sword that results in a viable Team losing everything to a less honorable one. Regardless of who the Winner is, the Mechs that belonged to the “Dezgra Clan” will have their Honor Point’s increased to their Turn 1 Starting Level.

A Clan’s “Total Honor” can fall to zero or below. The Grand Council will declare a vote for a Trial of Annihilation if this occurs at any time during League play. The offending Clan is declared “Dezgra” (totally without honor), and beyond redemption. The Grand Council Vote will determine the odds in the Trial of Annihilation, similar to the Trial of Absorption above. The Clan(s) winning the honor of destroying the “Dezgra Clan” will, if successful, receive great honor for itself, which will be reflected in the Honor Points Table below. Trials of Annihilation can involve a maximum of 3 Galaxies of a Clan, so this can be a time consuming task. If the Dezgra Clan wins the Trial, then their Team’s Honor will be restored to its Turn 1 Starting Amount. If the Grand Council team wins the Trial, they will have the option of absorbing the Dezgra Clan, and all of it’s assets as per the Trial of Absorption, noted above.

As part of a Clan Team’s “Victory Conditions”, a Clan Team must have a minimum of 75% of their starting “Total Honor Points” remaining at the time of achieving all other Objectives, to be considered the “Final Winner”. Furthermore, Honor Points will be used to determine the Winner of the League, should two Clans complete all of their objectives at the same time. The Clan with the highest Average Honor Points Total remaining would be declared the final winner. Regardless of who is the "Official Winner" of each run of the League, the Clan with the Highest Average Honor Points remaining at the end of each Run will be awarded the title of ilClan!
